- Professor Mark Rank of Washington University in St. Louis noted that 40 percent of those who are eligible for food stamps are not receiving them.
- Dr. Ranks co-author, Professor Thomas Hirschl, said their study is evidence that there needs to be new kinds of thinking about how we construct society and distribute resources.
