Attorneys general from 49 states created the task force to examine the problem of online predators and to suggest solutions. However, the task force found that adults were unlikely to proposition children and teenagers online. Although there have been some cases of meetings between predators and minors, the minors are usually willing participants from troubled home environments.
Social networks such as MySpace and Facebook "do not appear to have increased the overall risk of solicitation," according to the 278-page report.
Some of the participating attorneys general later criticized the task force for downplaying the threat of online predators.
